Programs

Down Payment Assistance

This program offers up to $5000 to assist with the down payment for first time homeowners purchasing a residence in Old Town.  It is designed to encourage owner occupied homes in Old Town. The property must have been built prior to 1959 and have been vacant or a rental for at least 6 months prior to its purchase.  The property must be valued at no more than $150,000 and become the primary residence of the purchaser for at least five years after the transaction. Applications must be submitted prior to purchase.

Residential Tax Reimbursement

The Residential Tax Reimbursement Program is part of a larger city strategy to encourage prospective homeowners to purchase and live in older homes in the city, particularly Old Town. Individuals who have purchased a home, built prior 1959 that was previously used for some purpose other than exclusively owner-occupied, single-family resident or duplex homes, may be eligible to receive reimbursement of property tax from the city.  Some other eligibility requirements must also be met.

Single Family Loan Program

This loan program offers less stringent eligibility requirements, lower fees (no mortgage insurance), lower down payments and favorable rates to help people purchase a single-family home in Old Town.  To participate, buyers must purchase a residence in Old Town that was built prior to 1959.

Adaptive Reuse Program

The Adaptive Reuse Program is intended to encourage the transformation of buildings that have out lived their original purpose while still maintaining their unique historical image. An example of adaptive reuse would be the conversion of an old factory into a new apartment building.  To be eligible, one must spend at least $10,000 for the rehabilitation of the property, be ineligible for participation in other City incentive programs, be included in an adopted city plan, and have no delinquent taxes or fees due to the city.  If the eligibility requirements are met, the owner of the building would receive two-year tax reimbursement up to $2,000 and reduced permitting fees for the property.

Homeowner Code Deficiency Program

Using Community Development Block Grant funds, the Homeowner Code Deficiency Program assists low to moderate income homeowners that have code deficiencies. Maximum assistance per home is $5,000 and is distributed on a first-come-first-serve basis annually.

Using Community Development Block Grant funds, the Energy Efficiency Program assists homeowners needing energy improvements to reduce heating and cooling costs. Maximum assistance per home is $5,000 and is distributed on a first-come-first-serve basis annually.
